In 1988, a tunnel was built for thru traffic to go under the freeway, bypassing the intersection.  I drove through it after work during my 5 mile commute for several years.  Each time I was struck by the MANY light fixtures, and the much fewer of them lit.  I tried to count them.  Impossible.  I would have to walk through to count.  Nearly 40 years later, I did just that.
